Especially Germany’s handling of police training in Afghanistan was no glorious chapter due to departmental egotism and federal stubbornness. But not only Germany’s contribution suffers from the insufficient coordination of military, state-building and civil-society components. CONCLUSIONHowever, the new challenges do not lead to the conclusion that the state development logic should be overthrown and the development of special capabilities and competences be transformed into a process of dedifferentitiation. This would cause a dramatic loss of order in the everyday life of highly developed societies. Such a regression would cost the state the capability to act and legal security, so that the attackers would already partly achieve their goal. What we rather need are smart reaction and defence patterns combining the advantages of specialised competence building with the requirements of a reliable defence against asymmetric attackers. However, this is much easier to say than to anchor on a structural level and implement on an operational level. One approach to a security policy across all domains is to aggregate data generated in the various fields of competence of the ministries and ßen oder Innen kommt. Aber nicht bloß der deutsche Beitrag leidet unter unzureichender Koordination von militärischen, staatenbildenden und zivilgesellschaftlichen Komponenten.
